During the Oct. 28 administrative public hearing, Mesa County Commissioner Bobbie Daniel provided an update on Mesa County’s efforts to urge the State of Colorado to address the growing burden of unfunded mandates it imposes on local governments. 

As of Oct. 28, 2025, 48 Colorado counties have joined Mesa County in our search for collaboration to problem-solve unfunded mandates, and have sent letters to Gov. Jared Polis sharing how unfunded mandates continue to affect their counties.

According to Colorado Revised Statutes (C.R.S.) section 29-1-304.5, an unfunded mandate occurs when the State of Colorado increases the level of service required by law without providing adequate funding to support the implementation of such services.
