Colorado updates mandatory reporting laws for child abuse
Beginning Sept. 1, 2025, updates to Colorado’s child abuse and neglect mandatory reporting law (HB25-1188) will take effect. Below is a summary of the main changes:
24-Hour reporting requirement: Suspected child abuse or neglect must now be reported within 24 hours of when the concern arises.
Professional capacity only: The law applies only when information is learned in a professional role (such as teacher, doctor or coach). Information gained in a personal capacity does not require a report, although you can still report you are just not mandated to.
Victim advocates removed: Victim advocates are no longer listed as mandatory reporters under Colorado law.
Restrictions on reports based on bias: Reports cannot be made solely on the basis of a family’s race, ethnicity, socioeconomic status, or disability.
Direct reporting required: A mandated reporter must make the report themselves. They cannot delegate the duty to someone else.
