The Low-Income Energy Assistance Program (LEAP) helps Colorado households with a portion of their winter heating costs from Nov. 1 through April 30. Many Mesa County residents qualify each year, and the guidelines for the 2025–2026 season are available.

To qualify for LEAP during the 2025–26 season, a household must meet all of the following:

  • You pay home heating costs, either directly to your utility company or to your landlord as part of your rent.
  • You live in Colorado permanently and legally.
  • At least one person in your household is a U.S. citizen or a lawful permanent resident.
  • Your gross monthly income falls within the state’s income limits for your household size.

For the 2025–26 heating season, households qualify if their gross monthly income is at or below the following limits:

1-person household: $3,607 or less per month

2-person household: $4,717 or less per month

3-person household: $5,827 or less per month

4-person household: $6,938 or less per month

5-person household: $8,048 or less per month

6-person household: $9,158 or less per month

7-person household: $9,366 or less per month

8-person household: $9,574 or less per month

For each additional person: add $208

Mesa County residents can apply for LEAP by calling 1-866-HEAT-HELP, completing an online application through Colorado PEAK, submitting a paper application by mail or fax.
